Governor Tim Walz appointed Judge Segal to the Minnesota Court of Appeals in November 2019 and as Chief Judge in May 2020. The Minnesota Court of Appeals decides appeals from state trial courts and from final decisions of state agencies and local governments. There are nineteen judges on the court who, sitting in panels of three, issued 1,750 decisions in 2021.
Prior to her appointment to the bench, Judge Segal served as the Minneapolis City Attorney for twelve years. As City Attorney, Judge Segal supervised the work of 65 attorneys. The City Attorney is responsible for prosecuting all adult misdemeanor and gross misdemeanor crimes in the city and the city’s legal work and litigation. In her position, she worked closely with the Fourth Judicial District bench, criminal justice partners, and business, community and neighborhood groups.
Before her service as City Attorney, Judge Segal served as a deputy and senior Hennepin County Attorney focusing on the county’s civil work. She also worked as a private attorney, including as a partner at the firm now known as Lathrop GPM.
Judge Segal graduated with honors from the University of Michigan Law School and received her bachelor of arts degree from the University of California, Berkeley.
Judge Segal is a member of the Minnesota Judicial Branch’s Judicial Council and a Fellow of the American Bar Foundation. She was president of the Minnesota City Attorneys Association, a board member of the International Municipal Lawyers Association, and has served as an adjunct law faculty member of the University of Minnesota Law School and at Mitchell Hamline.
